Description

The Data Architect will develop Enterprise Architecture (EA) documentation and data models such as the FEAF Data Reference Model (DRM), while working within an Enterprise Architecture group for a Federal client using IBM System Architect toolset.

Requirements

  • Develop data requirements and data models for the future-state, current state and gaps

  • Produce Data schemas for implementation by enterprise applications

  • Demonstrated experience creating complex EA artifacts using Sparx Systems Enterprise Architect

  • Monitor regulatory guidelines (such as privacy requirements, or Open Data policy), compliance related guidance (such as data retention and audit requirements), strategic initiatives, and emerging industry standards to determine their impact on the Data Management Program

  • Provide support in developing information and data management governance structures, policies, and processes

  • Develop and maintain system interfaces and data exchange data sets

  • Demonstrated experience using the FEAF v 2.0 DRM

  • Mapping of EA data artifacts to FEAF and other data reference models

  • Support the enterprise standardization processes at both the metadata and data element levels

  • Skill in applying enterprise data modeling architecture principles and methods in supporting IT programs and projects.

  • Ability to create conceptual, logical, and physical data models using modeling methodologies such as IDEF1X or Backus-Naur form.

  • Presentation and facilitation skills – ability to generate a variety of presentation materials for senior management and technical staff

Preferred Skills

  • Knowledge of laws, policies, and regulations applicable to Federal data and information enterprise architecture in order to set policies, procedures and strategies

  • Experience with generating artifacts supporting multiple Life Cycle Processes, such as System Development

  • Life Cycle, Information / Data Life Cycle Management, Application Life Cycle

  • Demonstrated knowledge and experience of IT systems design and architecture including Service Oriented

  • Architectures and Web Services Architectures.

  • Familiarity with Master Data Management, Business Intelligence and/or data warehouse development techniques

  • Strong communication and persuasion skills, including the ability to satisfy stakeholder preferences

  • Ability to analyze project, program and portfolio needs across the enterprise and within segments.

Minimum Education /Experience

Qualifications

  • Experience with long term (18 Month +) architecture projects

  • Experience producing responses to high priority, quick turn-around data calls

  • Experience with Sparx Systems Enterprise Architect

  • Experience with Federal Enterprise Architecture Frameworks and reference models.

  • Data modeling and information classification experience within the Federal Government

  • Three to five years' experience as a data analyst is highly desirable

  • Experience implementing Enterprise Architecture, Master Data Management, document management, Business Intelligence or data warehouse solutions

  • At a minimum, a working knowledge or familiarity with “data-as-a-service”/shared services concepts for internal network and mobile applications in a cloud environment

  • Knowledge of SOA principles and concepts

  • Position Papers – experience generating position papers for complex technical, policy, business process, and organizational issues.

  • Experience includes implementing solutions based on guidance from some of the following Federal EA guidelines and methods:

    • FEAF v2.0

    • The Common Approach to Federal EA

    • Collaborative Planning Methodology (CPM)

    • Federal Segment Architecture Methodology (FSAM)

    • OMB 25-Point Implementation Plan

Education

This position requires a bachelor's degree in computer science, information systems or a related study, or equivalent project-related experience. Possible substitutions: 8 years of relevant experience may qualify in lieu of a B.S.

Experience

Minimum of fifteen years of experience in IT, with at least five years in data architecture and/or Enterprise Architecture

Clearance

Must be able to obtain a Public Trust Clearance
